    Important changes in regulations for import into Norway: Digitalization with Digitoll

    Norwegian Customs Digitalizes the Customs Process

    Norwegian Customs is digitalizing the flow of information for all goods moving into Norway. This initiative responds to the increase in goods movement, expectations of accessibility, service, and digitalization, and the need to harmonize Norwegian rules with the new European Union Customs Code. The aim is to introduce fully digital border crossings that are simple, quick, and efficient for commercial parties.

    What is Digitoll?
    Digitoll is a concept that supports the digital submission of information and fulfillment of obligations for business operators. It is used for efficient customs processing, release of goods consignments, and targeted assessment of measures to ensure compliance with import regulations.

    New customs legislation from 2023
    New customs legislation came into effect in Norway on January 1, 2023. A key change is that all goods must be placed under a customs procedure and declared by the time the goods cross the border. This means that information about goods must be sent to customs authorities digitally, before or by the time the goods cross the border.

    Important dates to note
    Digitoll Import must be in place before 2026 at the latest. The current arrangement, where goods can be transported directly to the consignee and declared within 10 days (direct transport), will be discontinued. A main requirement is that notification and disclosure of information about the goods to be imported into the country must be delivered digitally.

    The Digitoll import system will go-live in 2 phases:

    1. Digital notification and disclosure of information from February 1st, 2026. The initial stage consists of the mandatory duty of the transport sector to fulfill notification and disclosure of information obligations digitally (MO). Digital Notification and Disclosure of Information will provide Norwegian Customs with documentation of what goods are entering the country, which types of transport, and information about where and when.

       
    2. Declaration before border crossing and removal of the Direct transport rule September 1st, 2026. The current arrangement, where goods can be transported directly to the consignee of the goods and declared within 10 days, will be removed 01.09.2026. Declaration and digital notification and disclosure of information before or upon arrival to the Norwegian customs territory will then be mandatory.

    Note: These dates are the absolute deadlines, and it is recommended to start before these dates. Our competitors are already underway, and to avoid losing our competitive edge, it is advisable that we work on implementing this continuously. In parallel with this, a traffic light model will be introduced. This means that all trade documentation must be checked out of Norway and given the green light before the goods can be loaded to Norway. No goods can be loaded before the commercial invoice has been given the green light.


    Preparing for the Changes

    Norwegian Customs urges all involved parties to start making the necessary changes within their own organizations to prepare for these changes.
