Additional Tariffs on Canada and Mexico Goods Begins
The pause on additional tariffs is lifted effective today, March 4th. The additional duty is assessed on goods of Canada or Mexico origin, regardless of the country of export.
CANADA
CBP issued CSMS #64297449 Monday evening to address operational elements of the deployment.
Applicable HTS Numbers:
- 9903.01.10 – Assigned to assess 25%, except when 9903.01.11, 9901.01.12, 9901.01.13, or 9901.01.14 are applicable.
- 9903.01.13 – Assigned to assess 10% on imports of energy or energy resources.
- 9903.01.11 – Exclusion for certain donations such as food, clothing, and medicine, intended to be used to relieve human suffering.
- 9903.01.12 – Exclusion for certain informational materials such as publications, films, posters, and media.
MEXICO
CBP issued CSMS #64297292 Monday evening to address operational elements of the deployment.
Applicable HTS Numbers:
- 9903.01.01 – Assigned to assess 25%, except when 9903.01.02 or 9901.01.03 are applicable.
- 9903.01.02 – Exclusion for certain donations such as food, clothing, and medicine, intended to be used to relieve human suffering.
- 9903.01.03 – Exclusion for certain informational materials such as publications, films, posters, and media.
BOTH COUNTRIES
USMCA Claims:
- Products eligible for USMCA claims are subject to the payment of the new duty while receiving benefits applied to the regular duty.
De minimis:
- On March 3, 2025, President Trump issued Executive Orders to allow for de minimis duty-free benefits to apply to eligible low-value shipments until such time as the Secretary of Commerce advises the President that systems are in place to collect the tariffs.
