• Advise the Senior Management, Head - HSSE/Trade Compliance/Privacy, occupier or any other person in charge of the workplace on the measures to be taken in the interests of the Safety, Health & Environment of the workers.
• Develop and implement Health, Safety and Environmental (HSE) & Sustainability policies, procedures, management system and practices, procedures in line with regulatory requirements and organizational objectives.
• Lead the risk management of hazards and risks, environmental aspects and impacts on the workplace.
• Lead and conduct regular audits and inspections at workplaces to determine unsafe work practices, including Safe Management Measures, identify potential hazards, assess risks, and ensure compliance with relevant standards and legislation.
• Discuss and report findings from inspections with the supervisor in charge of the workplace, machinery, equipment, appliance, process or manual labour, and report these findings to the Senior Management.
• Collaborate with cross-functional teams to integrate health, safety, and sustainability considerations into business operations and decision-making processes
• Provide training and awareness programs to employees on health, safety, and sustainability topics, including emergency response procedures and environmental management practices.
• Investigate incidents, accidents, and near misses, accidents / dangerous occurrences / injuries at the workplace.
• Prepare accident investigation reports for submission to HR for reporting to MOM via iReporting.
• Develop corrective and preventive action plans to address root causes and prevent recurrence and ensure corrective / preventive actions taken to remove the cause or causes of the accident.
• Organise HSE campaigns, awareness training courses, competitions, contests and other activities that will develop and maintain the interest of workers, to establish safer and healthier working conditions.
• Act as secretary to the workplace safety and health committee established at the workplace and assist the chairman of the committee in planning and directing the functions of the committee.
• In the absence of the chairman, chair the WSH meeting.
• Keep WSH inspections records as stipulated under the Act.
• Prepare and conduct internal Environmental, Health & Safety management system audits relating to ISO14001 & ISO45001.
• Maintain a Masterlist of applicable HSE related Legal Statutory Acts, Regulations, Code of Practice, and Singapore Standards and communicate new requirements to WSH representatives.
• Consult with local health and safety representatives / authorities on WSH issues.
• Responsible for maintaining bizSAFE certification
• Monitor key performance indicators (KPIs) related to health, safety, and sustainability, and prepare reports for management review.
• Engage with external stakeholders, such as regulatory agencies, industry associations, and community groups, to stay informed about emerging trends and best practices.
• Lead or participate in sustainability initiatives, including energy conservation, waste reduction, and carbon footprint reduction programs.
• Drive continuous improvement initiatives to enhance health, safety, and sustainability performance across the organization.
• Stay abreast of developments in health, safety, and sustainability regulations, standards, and technologies, and recommend adjustments to policies and procedures as needed.
Specific Accountabilities

• To issue non conformities reports for safety violations
• To give stop work order work if work method is deemed unsafe and could lead to fatality / serious injury
• Appointed Safe Management Measures Officer (SMO).
• Well versed in Workplace Safety & Health Act & regulations, Environmental applicable Acts & Regulations
• Good working knowledge of ISO 9001, ISO 14001 & ISO 45001, Safe Management Measures.
• Preferably a certified ISO lead/assessor.
• Good planning, organizing and implementation skills.
• Able to identify opportunities for improvement and seek or develop alternatives.
• Strong verbal and written communications.
• Able to train, lead and motivate colleagues.

• Detailed understanding and knowledge on HSE Legal; Sustainability & other requirements
• Diploma / Degree in Occupational Health & Safety, Environmental science, Sustainability or related fields
• Professional certification in health and safety (e.g., CSP, CIH, NEBOSH) and/or sustainability (e.g., CSR-P, GRI) is desirable.
• Minimum 5 years relevant experience in HSE with at least 2 years in managerial position
• Registered Workplace Safety & Health Officer with MOM
• Proven experience in developing, implementing, and managing health, safety, and sustainability programs in a corporate or industrial setting.
• Strong knowledge of health, safety, and environmental regulations and standards, including OSHA, EPA, ISO 14001 & ISO 45001.
• Excellent analytical, problem-solving, and decision-making skills.
• Effective communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels of the organization.
• Demonstrated project management skills, with the ability to prioritize tasks and manage multiple deadlines effectively.
